The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Operations Division, 505 Test Squadron.
Duties
Plans, organizes, and oversees the activities of the 505 TS Operations Division.
Exercises supervisory personnel management responsibilities.
Represents the 505 TS with a variety of installation and functional area organizations.
Serves as Chief of Combat Operations Division - Subject Matter Expert. Technical subject matter expert on combat operations.

- Must be able to obtain and maintain a top secret security clearance

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Mastery of operational level command and control of air and space forces, airborne and ground-based theater air control system elements, airborne warning and control systems, and expertise to integrate all elements within the construct o f a Joint Air Operations Plan (JAOP), air operations directive (AOD), air defense plan (ADP), airspace control plan (ACP), airspace control order (ACO), air tasking order (ATO) and ATO special instructions (SPINS). Extensive knowledge of Air/Ground Rules of Engagement, brevity code words, weapons capabilities, ground and air deconfliction measures and knowledge of coordination procedures required for other key AOC LNOs (BCD, NALE, MARLE, SOLE, CSAR). Mastery of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major advanced program operations such as war, mobilization, deployment, exercise, AOC Command and Control, Integrated Joint Special Technical Operations, special operations, rescue, Information Operations, Space Operations, or similar operations. Knowledge of lessons learned collection processes and tactics, techniques and procedures development process. In-depth knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of Air Force rated aviator (e.g. air battle manager) procedures as it applies to assigned sensitive military capabilities; and assigned weapons systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of operational-level command and control of air, space and cyber forces, airborne and ground-based theater air control system elements, airborne warning and control systems, and expertise to integrate all elements within the construct of a Joint Air Operations Plan (JAOP), air operations directive (AOD), air defense plan (ADP), airspace control plan (ACP), airspace control order (ACO), air tasking order (ATO) and ATO special instructions (SPINS). Additionally, knowledge of AOC division interactions and requirements to achieve JFACC and JFC objectives, knowledge of operations and processes at the strategic, operational and tactical levels of warfare.
2. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
3. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing.
4. Knowledge of Air/Ground Rules of Engagement, brevity code words, weapons capabilities, ground and air deconfliction measures and knowledge of coordination procedures required for other key AOC LNOs (BCD, NALE, MARLO, SOLE, CSAR).
5. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
6. Knowledge of the application of Air Force rated aviator (e.g. pilot, navigator or air battle manager) procedures as it applies to assigned sensitive military capabilities; and assigned weapons systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
