This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as a Requirements and Capabilities Analyst and provides a full range of warfighter engagement and staff management functions to include capability gap identification, concept development, and requirements validation, and coalition interoperability.
Duties
As a Management and Program Analyst (Requirements and Capabilities) at the GS-0343-14 some of your typical work assignments may include:
Supporting the Division Chief through the performance of functions to guide and assess tasks and deliverables to develop and sustain joint and multinational Combined Joint All-Domain C2 concepts and capabilities.
Drafting and staffing correspondence, briefing materials, decision papers, information papers, point papers, directives, and perform routine staff work intended for use by senior military and civilian leaders.
Facilitating and/or overseeing members of a team as well as evaluate their work.
Initiating and supporting multiple DoD-wide projects supporting implementation of the Combined Joint All Domain Command and Control (CJADC2) framework.
Completing and resolving capability problems through providing leadership at a number of Department of Defense (DoD) C2 Governance forums.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector:
Managing joint Command and Control (C2) capability requirements development and the development and delivery of Combined Joint All Domain Command and Control (CJADC2).
Preparing and presenting information on C2 with ability to articulate the impact and effects of program management decisions.
Serving as advisor and functional manager for facilitation and development CJADC2 operational priorities and metrics analysis.
Utilizing the Defense Acquisition System (DAS) in order to develop, analyze and validate information technology requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
