The primary purpose of this position is to evaluate and manage the training and education program on behalf of the assigned Group Organization (e.g., Mission Support Group, Operations Group, Medical Group & Maintenance Group) and assist Unit Training Managers within subordinate units, as needed. Duties
..(Cont'd from Summary) The role of this Group Training Manager (GTM) is to function as the Group Commander's key staff member responsible for overall oversight and management of the training and educational program. The GTM serves as training consultant to all Unit Training Managers (UTMs) and determine if quality training programs are in effect within all sections. The GTM implements and manages training programs, policies, and procedures, as directed by the Senior Enlisted member in the Group/CSS, Group Commander, Host Wing/Base Education and Training office, and higher headquarters.
Duties:
Plans, organizes, leads and controls the Group training program and assist Unit training programs as needed to ensure combat readiness.
Assist with processing of all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures for the Group and subordinate units.
Administers Training and Distance Learning Programs.
Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program.
Manages the development of education and training instructional products.
Plans, directs, organizes, and coordinates operations of the Advance Distributed Learning, and multimedia education and training programs.
Monitors the overall accuracy and reliability of all data entered into and maintained in Personnel Data System (PDS).
Plans, organizes, leads and controls the Developmental Education Board and Reserve School Selection Board process for the Group's and subordinate unit's officers on an annual basis.

- Position requires the incumbent to obtain and maintain a SECRET Security Clearance as designated for this position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of and skill in applying fundamental military personnel policies, reserve mission, training principles, practices, methods, procedures, rules, guidelines, publications, etc. to understand respective programs and converse with managers; (2) Advises management on implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy any barriers or problems adversely affecting employee career growth opportunities; (3) Knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data; (4) Ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of military personnel policies, Reserve mission, training methods and programs, and Air Force Testing Programs.
2. Knowledge of automated systems, personal computers, and software.
3. Ability to analyze data/products to determine adequacy of training programs.
4. Ability to communicate effectively with a diverse group of individuals, both orally and in writing, using tact and courtesy.
5. Knowledge of training goals and objectives to advise in the management and implementation of training goals for the unit personnel.
6. Knowledge of Air Force Specialty Code skill-level qualifications, update, enhancement, and proficiency training requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
