About the Position: This position is located at the U.S. Army Research Institute of Environmental Medicine (USARIEM) in Natick, Massachusetts. USARIEM is one of six research laboratories within the U.S. Army Medical Research and Development Command (USAMRDC).

Duties

Plan and direct the ORISE (Oak Ridge Institute for Science and Education) program for USARIEM Manage employee in processing, out processing, recruiting, renewals and extensions for internship participants and research fellows Disseminate ORISE policy, guidance and procedures to the workforce Develop and conduct training for mentors and research participants Coordinate logistics, facilities, manpower, budgeting, travel, and labor relations for the program Manage multiple varied projects with differing timelines to ensure benchmarks are met Advise task groups, contractors and organizations regarding ORISE program Develop staffing resource requirements are fulfilled for operational effectiveness and efficiency of administrative programs Solve complex administrative, operational, organizational, and managerial issue Coordinate with mentors and resource management entities for budgets and funding of research participant and fellow positions Utilize fact finding and investigative skills in order to process security access and CAC cards Utilize conflict resolution, mentoring, team building and management skills in order to support mission requirements Develop presentations and reports to communicate program goals and data outcomes

The DJ-04 payband is equivalent to the GS-13, Step 01 to GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Employees will become DoD employees upon transfer to the DHA. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONS: Specialized Experience: One year of specialized experience which includes experience: (1) managing a medical research program in order to meet timelines and objectives, (2) coordinating an interdisciplinary team in order to meet programmatic goals, and (3) communicating with internal and external stakeholders to coordinate budgetary, security, logistical and/or research objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12). EDUCATION: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
