About the Position: Serves as Engineering Technician for the Area Office supporting work which is characterized as being high tech, fast track, Military Construction (MILCON), Civil Works and Interagency and International Services (IIS) programs. Position is also open to all U.S. Citizens under Direct Hire Authority (DHA) Annc# CERE237889835314HW .

Duties

Prepare government cost estimates. Develop cost estimates for construction modifications. Assist with developing scope of work needed for construction changes. Negotiate construction contract modifications. Review contractors proposals. Prepare written narratives of negotiation proceedings.

Requirements

  • Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) at EOD and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized Experience: One year of specialized experience which includes : conducting a wide array of activities associated with negotiating large dollar value changes with contracts, preparing pre-negotiation objectives, preparing complete modification packages to include detailed price negotiation memorandums, reviewing requests for contract modifications, preparing cost estimates, and reviewing all types of contracts for large installations. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCost Estimation and AnalysisOral CommunicationWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent: 52 weeks at the GS-11 for GS-12.
