This position is being recruited using Direct Hire Authority (DHA) for Certain Personnel of DoD. Engineering Tech for Area Office supporting high tech, fast track, Military Construction (MILCON), Civil Works and Interagency and International Services (IIS) programs/projects. Position is announced to current federal employees, veterans, reinstatements, military spouses, etc under Annc# CERE237889835313 .

Duties

Prepare government cost estimates. Develop cost estimates for construction modifications. Assist with developing scope of work needed for construction changes. Negotiate construction contract modifications. Review contractors proposals. Prepare written narratives of negotiation proceedings.

Requirements

  • Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) at EOD and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Qualifications

Who May Apply: Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes : conducting a wide array of activities associated with negotiating large dollar value changes with contracts, preparing pre-negotiation objectives, preparing complete modification packages to include detailed price negotiation memorandums, reviewing requests for contract modifications, preparing cost estimates, and reviewing all types of contracts for large installations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or equivalent).
