This position is being recruited using Direct Hire Authority (DHA) for Certain Personnel of DoD. Engineering Tech for Area Office supporting high tech, fast track, Military Construction (MILCON), Civil Works and Interagency and International Services (IIS) programs/projects. Duties

Prepare government cost estimates. Develop cost estimates for construction modifications. Assist with developing scope of work needed for construction changes. Negotiate construction contract modifications. Review contractors proposals. Prepare written narratives of negotiation proceedings.

Requirements

• Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) at EOD and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized Experience: One year of specialized experience which includes : conducting a wide array of activities associated with negotiating large dollar value changes with contracts, preparing pre-negotiation objectives, preparing complete modification packages to include detailed price negotiation memorandums, reviewing requests for contract modifications, preparing cost estimates, and reviewing all types of contracts for large installations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or equivalent).
