Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of the Director, Office of Diversity, Inclusion and Civil Rights (ODICR). This position will be located in Washington, D.C. or Sterling, Virginia.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Serves as a senior advisor in BOEM/ODICR with respect to policies, plans, procedures, and regulations pertaining to equal employment opportunity and diversity initiatives, including targeted recruitment goals, student employment and intern programs.
2. Responsible for continuous consultation with program officials, and is delegated the authority for planning, developing, coordinating, managing, and administering a comprehensive EEO program.
3. Provides leadership to top managers in establishing, maintaining, and carrying out a continuing affirmative program of equal employment opportunity designed to promote opportunity in every aspect of personnel policies and practices that support the employment, development, advancement and treatment of employees and other ongoing diversity initiatives.
4. Coordinates and leads in program evaluation of review teams as needed of other Bureaus within DOI and their programs. Participates in fact finding diagnosis, and development of corrective action phases and preparation of the written reports.
5. Analyzes statistical information for the purpose of keeping abreast of hiring, training, and promotions as they relate to full utilization of regional employment, with emphasis on women, minorities, and persons with disabilities. Identifies barriers affecting those groups and develops solutions and action plans to eliminate those barriers.
6. Analyzes laws, policies, regulations and executive orders related to Federal Equal Employment Opportunity programs and diversity and inclusion initiatives.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory permission.
Salary Information
GS-14, Step 1: $132,368.00 to GS,14 Step 10: $172,075.00
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Experience interpreting and applying and interpreting Title VII of the Civil Rights Act of 1964; Equal Pay Act of 1963; Age Discrimination in Employment Act of 1967; Rehabilitation Act of 1973; and/or Pregnant Workers Fairness Act of 2022.
2) Experience analyzing statistical information across the employment life cycle as it relates to equal employment opportunity, diversity, and inclusion.
3) Experience coordinating and leading a comprehensive Equal Employment Opportunity program.
