Duties

This position is located in the Upper Colorado Basin, Albuquerque Area Office, Albuquerque, New Mexico. This position serves as a program manager and provides supervision and oversight of programs that entail the mission, functions, projects, activities, laws, rules, and regulations for which the Bureau/office is authorized and funded. Duties include: Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; Evaluates work performance of employees, hears and resolves complaints, effects discipline identifies developmental and training needs and finds ways to improve production and increase the quality of work directed; Responsible for on-the-job safety and health; Plans, organizes and oversees efforts and projects; Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives; Developing and implementing plans and initiatives; Manage short- and long range planning activities that are the products of subordinate organizational projects/programs; Develops priorities for effective use of resources; consult with key managers and stakeholders; Plans and develops new processes or metrics and coordinates support activities that cross organizational lines; Formulates, interprets, and communicates long-range goals, principles, policies, and objectives for delegated services and programs; Plans, coordinates and oversees major initiatives or projects to develop and implement new systems and/or processes.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-14 level you must possess one year of Specialized Experience equivalent in difficulty and complexity equivalent to at least the GS-13 level in the Federal service. Specialized experience is defined as experience: officially managing and supervising employees and work activities in an organization with several organization segments in a large and complex technical natural resource organization/agency; either performing program management, professional engineering, or natural resources work as it relates to one or more of the following major programs: water resource management, water operations, or environmental restoration; and experience working with representatives of Federal, state, local, or tribal governments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/12/2024.
