Duties
This position is located within the United States Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Policy and Analysis, Policy and Strategy Branch. This position will be located in one of the following locations: Washington, D.C.; Sterling, Virginia; Jefferson, Louisiana; or Houston, Texas.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Participates in and coordinates OPAA efforts advancing the bureau's governance program (includes policies, procedures, and inter-agency agreements and ensuring the program is consistent, accurate, and accessible.
2. Coordinates the development of governance documents for BSEE programs.
3. Develops analyses of policy issues assigned to OPAA. This includes engaging with subject-matter experts and stakeholders located elsewhere in the bureau as well as the Department, when relevant.
4. Engages with BSEE personnel and managers in support of advancing strategic planning and program performance measures.
5. Participates in OPAA efforts to ensure linkage of the bureau's strategic planning and program performance efforts with broader bureau planning, policy, and budget formulation work. This includes progress of BSEE programs in meeting commitments under the Government Performance and Results Act, and other applicable laws and regulations relating to program accountability and results.
The Bureau of Safety and Environmental Enforcement has determined that this position is suitable for telework and the selectee may be allowed to telework with supervisory permission.
Salary Information by location
Washington, D.C. and Sterling, Virginia: $94,199.00 to $122,459.00
Jefferson, Louisiana: $82,830.00 to $107,680.00
Houston, Texas: $95,607.00 to $124,289.00
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Experience in advancing an organization's governance program (includes policies, procedures, and inter-agency agreements) and explaining complex policy initiatives.
Experience in preparing reports and correspondence.
Experience demonstrating the connection between program quantifiable activities and a bureau's or agency's strategic plan.
Must meet all.
