The primary purpose of this position is to serve as a command headquarters level program analyst, applying command and control and/or logistics experience to analyze, evaluate readiness issues, and develop / coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations, and provide readiness training, instruction, and education, in a major command program.

Duties

Forecast, schedule, prepare, and deliver training and education sessions and briefings to assigned Air National Guard (ANG) Staff, Functional Area Managers, Commanders, and appointed wing/unit readiness personnel to improve accuracy of ANG units' readiness reporting. Research, create and maintain readiness systems training and education curricula, to include PowerPoint presentations, live demonstrations within reporting systems, and formal hands-on activities, for all ANG readiness training events. Prepare and deliver high-level (general officer) oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to improving readiness reporting of ANG combat units. Applying Air Force command and control, logistics, or personnel experience, perform a broad range of highly complex qualitative and quantitative analyses of programs, policies, and issues which have a major impact on national deterrence policy in the development of long-range plans such as war, mobilization and similar operations or contingency plans. Actively participate in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Program Analyst, GS-0343-12. Specialized experience is experience which may have been gained while performing program analyst, applying command and control and/or logistics experience to analyze, evaluate readiness issues, and develop/coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations, and provide readiness training, instruction, and education, in a program. Knowledge of program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of readiness programs and impact to combat and non-combat operations; and the relationship of the various entities involved in overall program planning and execution of operations and evaluations and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 2. Knowledge of adaptive and deliberate planning systems/products and methods of assignment, apportionment, and allocation of combat forces, Defense Readiness Reporting System (DRRS) (or equivalent reporting system) and all related reporting systems, and the policy and technical application in preparing both resources and capability readiness reports. 3. Knowledge of statutory requirements, policies, regulations, and precedents applicable to readiness and mobilization of reserve forces; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the readiness assessments program in the improvement of critical command plans and programs for conducting major operations and safety and security regulations, practices, and procedures. 4. Knowledge of computing software, such as Microsoft Office, SharePoint, and Microsoft TEAMS, to produce and develop presentations, briefs, and training material. 5. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the readiness assessments program in the improvement of critical command plans and programs for conducting major operations and quantitative techniques to apply DoD, Joint, and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy. 6. Ability to communicate effectively, both orally and in writing; negotiate complex issues effectively with other Directorates and senior management; and maintain good working relationships and prepare briefings and correspondence suitable for general officer consumption. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
