This position is located within the Office of the Deputy Administrator Foreign Affairs (FA), Global Services, assigned work unit, within Foreign Agricultural Service (FAS). The incumbent provides managers with information for making decisions on the overseas administrative and programmatic aspects of agency operations.
The incumbent must be able to obtain Secret security clearance.
This position is a Bargaining Unit position.
Duties
Serves as advisor to FA management for all budgetary allocations handled by FA. Provide technical support and advice on operational issues and supporting project/program issues.
Provides analysis and budget formulation support to the development of the agency’s annual budget submission AND prepares, execute and monitor the program area/overseas budgets for a variety of operational expenses.
Assess and evaluate administrative and management policies and operations against agency strategic goals and objectives.
Provides senior management with critical information for making decisions to improve organizational effectiveness, efficiency, and productivity, and to support long range planning as it pertains to agency’s annual budget formulation process.
Advise senior management in developing, updating and maintaining financial management plans, policies, and procedures to improve the effectiveness of operations and management of funds.
Leads discussions and offer expert technical advice to management officials regarding budgetary requirements; record and make corrections to problems or issues requiring corrective action, develop reports, and present findings and recommendations.
Provide comprehensive analytical support and resource needs for the development of the annual Global Review submission and subsequent implementation in FAS overseas offices.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must meet one full year of specialized experience equivalent in responsibility and scope to GS-12 level as described in the vacancy announcement.
Experience performing a wide variety of analytical studies and providing leadership of projects related to overseas management controls and/or process improvements.
Experience assessing and evaluating overseas administrative and management policies and operations against agency strategic goals and objectives.
Experience providing analysis and budget formulation support to the development of annual budget submission.
Experience providing technical support on overseas administrative operational issues and supporting project/program issues.
Experience providing technical support for the development of overseas workforce plan.
