Duties
As a IT Specialist (DATAMGT), you will:
Perform data science work for the assigned area of responsibility that requires extraction of knowledge from various surveillance systems and programs that are structured or unstructured for: analysis; improved understanding and communication; development/visualization of new concepts; and/or processes that add value to health services delivery and the decision-making process.
Lead, coordinate, and execute a public health data, surveillance, and technology strategy, with organizational components responsible for products and analytics, data governance and policy, and public health platforms and technology.
Provide leadership and technical expertise across federal, state, territorial, local, and tribal (STLT) public health agencies in the development, dissemination, and implementation of information system, reusable technology, advanced analytics, and data policy and standards to promote response-ready data and systems, incorporating end-user design principles to meet the needs of STLTs and CDC programs, and improving the access to and dissemination of data to inform decision-making.
Provide a shared data and technology backbone to support critical user needs (e.g., entity resolution) and reduce delays for users to access data.
Serve as a Senior IT Specialist responsible for providing technical expertise and guidance to support the design, development, implementation, and maintenance of complex information systems to support core public health mission and ensure response-readiness across federal, state, territorial, local, and tribal public health agencies.

Minimum Qualifications:
To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: providing technical leadership and advisory services on data management and the development, and design of systems and technologies.
Applicants must also have IT related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
