About the Position: Serve as the Joint Targeting Specialist for the Department of Defense (DoD) Civilian Harm Mitigation and Response (CHMR) Civilian Protection Center of Excellence (CP CoE).

Duties

Serve as the CP CoE advisor on the joint targeting process and as an SME on JP 2-0, JP 3-0, JP 5-0, JP 3-60 and related Service-level targeting doctrine. Advise on civilian harm mitigation processes and actions associated with dynamic and deliberate targeting processes. Serve as a deployable exercise/operational/contingency advisor within the CP CoE. Support CP CoE efforts to archive and disseminate lessons learned and recommendations. Work closely with CHMR Officers assigned to operational commands to support their planning and training efforts to mitigate civilian harm. Inform deliberate and systematic measures via trend analysis and operational and exercise observations to mitigate civilian harm within the targeting process. Support joint planning teams (JPTs) and operational planning teams (OPTs) to inform targeting processes.

Specialized Experience: One year of specialized experience which includes analyzing joint targeting policies, doctrine, and procedures as they relate to civilian harm mitigation and the Civilian Harm Mitigation and Response Action Plan (CHMR-AP); providing subject matter expertise on planning, operations, doctrine, exercises, and training; integrating and synchronizing fires and targeting operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Public Safety and SecurityRisk ManagementStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
