This position is organizationally located at the Department of Veterans Affairs (VA) in the Research & Development (R&D) Service, John J. Cochran Veterans Hospital. The R&D program at the St. Louis VAMC comprises more than 100 research projects conducted by over 30 Principal Investigators (PI). The purpose of this position is to accurately account, forecast and execute the R&D budget; and to promote organizational by ensuring hat VA Federal funds are being used appropriately.

Duties for this position include the following but are not limited to:
Formulating and justifying the facility's research budget
Develop procedural instructions/report formats for budget submission
Makes formal presentations of budgets to management
Analyzes budget requests for conformance to guidance, to conduct cos-benefit analysis
Authorizes Fiscal Service to to make disbursements of Research funds
Maintains an automated accounting system, showing budget projections
Computes the rates of receipt, obligation, and expenditure of funds
Evaluates the effect of cost and program changes on the budget execution process
Provides training to all R&D Service personnel and investigators in the area of procurement and fiscal matters
Initiates and expedites the acquisition of supplies, equipment, leases and services
Work Schedule: Full-Time Permanent, Monday - Friday 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience performing analysis of budget requests, preparing documents to process budget estimates; giving formal presentations of the budgets to management; skill in applying commonly used budget and finance principles, practices, and methods of budget execution.

Physical Requirements: This work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items such as research files. policy binders, books and manuals. No special physical demands are required to perform the work.
