Employee will serve as a Budget Analyst aligned within Research and Development (R&D) Service located at the Veterans Healthcare System in St. Louis, MO.
Duties

Duties will include, but may not be limited to the following:
Performs budget formulation/financial management.
Reviews financial documents to validate obligations, expenditures, reimbursable orders, requests for allotment, etc.
Preforms budget execution.
Analyzes budget request for conformance to guidance and to explore alternative methods of funding.
Provides financial statements, data and information to management regarding budget expenditures and fiscal matters. Provides financial advisory services.
Authorizes disbursements of research funds.
Maintains automated accounting system showing budget projections and records of all purchases and transfers.
Researches, summarizes, and compiles data involving obligations, expenses, and item information.
Makes formal presentations of the budgets to management.
Provides training to personnel and investigators in areas of procurement and fiscal matters.
Performs other duties as necessary.
Work Schedule: Monday-Friday, 7:300am - 4:00pm

Qualifications
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes: performing budget formulation and execution, maintaining automated accounting/financial management systems showing budget projections and providing financial advisory services; and preparing financial statements, summaries of compiled data and information regarding budget expenditures and budget/fiscal matters and allocation of funds.

PHYSICAL REQUIREMENTS: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items (research files, policy binders, books, manuals). No special physical demands are required.
