About the Position: Serves as a Budget Analyst in the Resource Management Office responsible for formulation, justification, presentation, execution, and control of the District's portion of the Regional Operating Budget. This position will allow for situational telework only. This position is NOT eligible for fulltime telework.

Duties

Provide budgetary and technical leadership in development of cost estimates associated with long range multi-year civil works, military, and/or reimbursable activities. Define budgetary/manpower responsibilities for the staff. Perform a wide-range of administrative and analytical duties in the formulation, justification, presentation, and/or execution of an organization’s portion of an operating budget. Justify and/or defend proper use of funds received. Review and make recommendations to adjust operating budgets whenever programs, projects, manpower and/or funding are changed by directives. Direct attention to actual and/or potential funding/manpower problems and recommends solutions. Advise program and project managers on proper use of funds to minimize occurrences of statutory violations. Represent the command and/or organization, upon request, at budget reviews and hearings at higher echelons.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81,Subtitle F-Financial Management, section 1051.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) providing budgetary and technical advice in the development of cost estimates, 2) developing, executing, and/or monitoring an organization's operating budgets, 3) preparing and/or presenting budgetary findings to appropriate personnel.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget Formulation, Justification, and PresentationConcepts, Policies, and Principles of BudgetOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
