The primary purpose of this position is to serve as a Human Resources Specialist in Classification with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services for assigned organizations. This position may be filled at any of the following levels: GS-7. GS-9, GS-11, or GS-12.

Duties

GS-07 Duties DUTY 1: Performs classification assignments in a developmental capacity. DUTY 2: Provides position management advisory services. DUTY 3: Participates in special initiatives, studies, and projects. DUTY 4: Prepares written correspondence and other documents. GS-09 & GS-11 Duties: DUTY 1: Provides position classification services to assigned installation-level organizations. DUTY 2: Provides position management advisory services. DUTY 3: Participates in special initiatives, studies, and projects. DUTY 4: Prepares written correspondence and other documents. GS-12 Duties: DUTY 1: Provides position classification services to assigned organizations. DUTY 2: Provides position management advisory services in dealing with difficult, complex, and often controversial position management issues. DUTY 3: Participates in special initiatives, studies and projects. DUTY 4: Prepares written correspondence and other documentation.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Human Resources Management Series, 0201. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-07: One year of specialized experience which includes experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles, and practices to advise on and/or resolve non-complex, non-controversial, well-precedent factual, procedural, and/or recurring issues. This definition of specialized experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. GS-09: One year of specialized experience which includes experience in planning, developing, and carrying out position classification such as determining title, pay plan/pay schedule, series, grade level/pay band, skill codes, and Fair Labor Standards Act (FLSA) coverage AND position management advisory services. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. GS-11: One year of specialized experience which includes experience with and knowledge of classification concepts, principles, and practices related to federal position management, design and maintenance, structuring technical organizations and positions for mass reorganizations and realignments, and preparing official written classification products such as classification evaluation statements, classification metrics, and classification reports. Includes experience in classifying positions for organizations that are somewhat complex. Reviews and prepares documentation for classification audits and advisories. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR LL.M., if related. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. GS-12: One year of specialized experience which includes a technical knowledge of classification concepts, principles and practices related to: federal position management, design and maintenance; structuring highly technical organizations and positions for mass reorganizations and realignments; preparing official written classification products such as classification evaluation statements, classification metrics, and classification reports; experience in classifying positions for organizations that are complex and dynamic; and reviewing and preparing documentation for classification audits and advisories. This definition of specialized experience is typical of work performed at the GS-11 or above grade/level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 90 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of Federal classification and position management principles, concepts, practices, and techniques and of the basic relationships of the various HR disciplines. 2. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems. 3. Ability to maintain effective relationships with management officials, supervisors, employees, co-workers and others, to ensure cooperative resolution of problems and provide effective coordination of activities. 4. Ability to express ideas and concepts in reports and briefings, ensuring understanding and acceptance of findings in reports of special studies or projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
