The primary purpose of this position, PROGRAM MANAGEMENT SPECIALIST GS-0301-12, is to include planning, developing, investigating, analyzing, assessing, reporting, and managing all aspects of the organization and FOD Prevention Programs.
Duties
Prepare and maintain an effective FOD Prevention Program for the organization by developing objectives, internal policies, requirements, and procedures mandated by higherauthority.
Serve as a technical advisor in managing, directing, monitoring, and inspecting the organizational FOD Prevention Programs.
Perform a wide range of administrative, analytical, and technical staff support duties attendant to day-to day operations or the organization.
Develop, writes, and revise the organizational FOD Prevention Program Operating Instructions.
Single point of contact for the organizational FOD Prevention Program during Air Force Audit Agency (AFAA)inspections, Inspector General (IG) Investigations, Logistics Standardization and Evaluation Team (LSET) inspections, Technical Compliance Reviews, and the organization Oversight Inspections.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge and skill in applying statistical techniques and analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the specific programs falling under his/her purview; and skill in personal relations and in preparing written and oral reports, including instructions, policy, letters, investigation findings, results of data analysis, briefings, special reports, etc.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive and detailed knowledge and understanding of management principles, practices and ability to apply this knowledge to all facets of the organization Prevention Program.
Knowledge of an extensive array of directives, manuals, policy and procedures as they relate to the functions of this position.
Knowledge of organizational workloads that have a direct interface and effect on areas of assigned responsibility.
Skill in personal relations and in preparing written and oral reports, including instructions, policy, letters, investigation findings, results of data analysis, briefings, special reports, etc. Ability to apply knowledge to develop policies, procedures, and programs.
Knowledge of fact finding, analysis, and problem solving and ability to apply these in preparing and presenting reports and briefings to all levels of management and personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS:The work requires physical exertion such as long periods of standing, walking, or recurring activities such as bending, climbing, stooping, stretching, reaching, or recurring lifting of moderate to light items.
WORK ENVIRONMENT: Work is performed in a typical office, shop settings, usually heated, lighted and ventilated. However, the employee may frequently be required to visit shop or flight line that are potentially hazardous industrial areas environment where eye and ear hazards and chemical fumes exist. Will be required to wear protective equipment and clothing. Normal everyday risks are encountered in going to and from offices, other buildings, industrial areas and flight line environments.
