Primary purpose of the position is to ensure supplies and material are distributed to all areas serviced by Supply Chain Management. Responsible for directing, supervising and managing the primary and secondary inventory points that receives, stores, and issues supplies and material. Supervises a team of supply technicians in the distribution area to provide supplies and material to the VA health care system and supported catchment area.

Duties

Duties include, but are not limited to: Supervision Supervising a team of GS-2005 employees in the distribution area of Supply Chain Management. Planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees Developing and executing staff training Evaluating work performance of subordinates Giving advice, counseling or instruction to employees on both work and administrative matters Hearing and resolving complaints from employees, group grievances and serious complaints Initiating minor disciplinary actions Identifying and developing training needs of employees Finding ways to improve production or increasing the quality of the work directed Assuring reasonable equity of performance standards and rating techniques Providing direction of a major program segment with significant resources Serving as the rating official on evaluations Recommending awards or bonuses for personnel and changes in position classification, subject to approval by service chief Finding and implementing ways to eliminate or reduce significant bottlenecks and barriers to production Promoting team building and improves practices Supply Distribution Maintaining stock at primary and secondary inventory locations for all clinical and administrative services Pulling stock inventory and material from main inventory for delivery; replenishing stock inventory Interacting with clinical and administrative customers to ensure that issues and needs are identified and resolved or escalated to Inventory Management Specialists as needed Maintaining records on stock levels Recommending revisions in stock levels as needed to supply changes to Inventory Management Specialists Communicating any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing regarding customer or external stakeholder issues, general telephone inquiries and visitor referrals Communicating with customers and vendors to obtain information regarding medical supplies Monitoring expiration dates, rotating stock to limit outdates and removing items from use as required by outdates Checking inventory for stock identified for recalled items and hazard alerts Assisting customers complete work orders for needed equipment Inventory Control - Receiving Unpacking/uncrating supplies from shipping cartons Properly storing supplies and material in main/primary inventory areas Storing items in accordance with established guidelines Utilizing computerized inventory system, to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system Through periodic inventory and discussion with ward and clinical personnel Maintaining stock levels Returning reusable supplies to the distribution area Informing clinic and ward personnel on new or changed items and supplies, current medical supply resources, and shelf life. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: overseeing the maintenance of stock at primary and secondary inventory locations for all clinical and administrative services; planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work; working with vendors, contractors, managers, supervisors and staff throughout the medical center and from other agencies on logistics issues; utilizing a computerized inventory system to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system and Independently analyzing and resolving difficult issues and problems in order to plan effectively and render equitable and reliable decisions. You will be rated on the following Competencies for this position: Technical Competence Managing Human Resources Customer Service Technology Application Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: heavy lifting (45 pounds and over), heavy carrying (45 pounds and over), reaching above shoulder, use of fingers, both hands required, walking (7 hours), standing (7 hours), kneeling (2 hours), repeated bending (1 hour), both legs required, operation of crane, truck, tractor, or motor vehicle, ability for rapid mental and muscular coordination simultaneously, both eyes required, depth perception and hearing (aid permitted).
