The primary purpose of this position is to serve as a HR Specialist (Recruitment & Placement) in a developmental capacity, performing assignments for Center-level organizations that are designed to further develop applicable analytical and evaluative skills and techniques.
Duties
This position is a developmental GS-11 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-11:
Receives, reviews, and analyzes recruitment requests and supporting documentation from serviced organizations
Codes and reviews all types of complex personnel actions
Participates in special initiatives, studies and projects, and affirmative employment activities
Performs a full range of staffing advisory services to organizations serviced
GS-12:
Provides recruitment and placement services to complex and dynamic organizations
Performs a full range of staffing advisory services to organizations serviced
Leads or participates in special initiatives, studies and projects, and affirmative employment activities
Prepares written correspondence and other documents

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-11:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes interpreting and applying Federal civilian human resources recruitment, placement and affirmative employment concepts, principles, and regulations; advising management on recruitment strategies to aid in strategic recruitment planning; creating announcements and processing competitive and non-competitive actions to include performing job analyses and developing assessment tools for vacancies.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-12:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes ???????Interpreting and applying Federal human resources recruitment, placement and affirmative employment concepts, principles, and regulations; advising management on recruitment strategies to aid in strategic recruitment planning; creating announcements and processing competitive non-competitive actions to include performing job analyses and developing assessment tools for vacancies; researching and/or analyzing personnel procedures, guidelines regulations and policy reference materials and developing recommendations and solutions.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying established principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.
6. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
