The incumbent serves as a Health System Specialist - Health Professions Education (HPE) Analyst. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and Office of Academic Affiliation' (OAA) strategic plans.

Duties

Major Duties: Serves as the disbursement coordinator (DC) and is responsible for communication, establishing processes and ensuring compliance with VHA Directive 1400.05 and related Standard Operating Procedures (SOPs). Administers the tasks and procedures required between the VA and the affiliate including establishing DAs and validating multiple data sources. Evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and Use of OAA resources. Utilizes knowledge and experience in health care delivery systems to oversee and mange disbursement procedures and processes. Manges the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership , OAA, or academic organizations using graphs, flowcharts, and other techniques. Completes and reviews the monthly educational activity reimbursement. Informs and advises HPE management and the OAA program office directly in analyzing and evaluating programs and leading complex processes across HPE programs and affiliates. Extracts, analyses, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Maintains awareness of new policies related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations. Performs other related duties and responsibilities as necessary. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience or the GS-11 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist - Health Professions Education (HPE) Analyst. Qualifying specialized experience is defines as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility mangers and analysis and /or coordination of administrative, clinical, or other service activities, & provide knowledge of the following: 1) Missions, organizations, programs, and requirements or health care delivery systems; 20 Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency, facility systems and requirements in various administrative areas such as budget , personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration and finance services to solve problems in support of policy compliance and program / operational functions; experience with extracting, analyzing, and organizing data from multiple sources, and assisting with fund disbursement procedures & processes. Specialized experience for the GS-12 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist - Health Professions Education (HPE) Analyst. Qualifying specialized experience is defines as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. You will be rated on the following Competencies for this position: Organizational Performance Analysis Administration and Management Compliance Budget Administration Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves standing and walking during interactions with Executive Leadership, Service Chiefs, Supervisors, and other medical staff and as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking, and carrying of lightweight items such as reports, and manuals are required.
