This position is located at Departmental Offices,Management CFO- Info Systems and CIO. As a/an Information Technology Specialist (APPSW), you will be providing advice in determining and designing complex, customized applications, in analyzing and refining systems requirements, and in testing and troubleshooting applications enhancements that are in development.
Duties
As a/an Information Technology Specialist (APPSW), you will:
Duties include all phases of the software development life cycle: planning, evaluation, design, development, implementation, usability, integration, testing, installation, and maintenance.
Translate functional requirements into technical specifications; translate technical specifications into programming specifications; develop, customize, and/or acquire applications and software programs; and test, debug, and maintain software programs.
Assist in developing performance of work statements for the acquisition of third-party services needed to perform tasks that help meet program objectives and fills existing gaps in skill set needed within the organization.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-12 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and experience (as evidenced in the resume) in the following:
Leading a project team to Implement project management principles, methods, and practices, including evaluating and reporting accomplishments to ensure the integration of emerging technologies and their applications to business processes; AND
Analyzing and interpreting business requirements, tools and techniques for testing software developed to support Human Resource Management business requirements; AND
Experience with enterprise systems including evaluating application functionality under development and identifying compliance faults.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-11 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
