You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the SAFETY DEPARTMENT of NAVAL CONSTRUCTION TRAINING CENTER PORT HUENEME LEARNING SITE, CHINA LAKE.

Duties

You will establish procedures for following federal and local safety requirements for the safe operation and maintenance of equipment, vehicles, and cranes. You will oversee the medical safety readiness of all staff and students assigned to the command. You will conduct annual facility and course safety reviews, safety stand-downs, and regular self-assessments. You will be responsible for performing quarterly walk-throughs of facilities and courses, annual facility and course reviews, and annual updates to emergency action plans. You will investigate and analyze mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepare written evaluation reports concerning findings. You will utilize online systems, such as ESAMS, for documenting and reporting. Reports typically contain graphs, charts, and recommendations for changes in operating procedures, local regulations, and use of protective devices.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to a GS-7 grade level in the Federal service performing the following duties: 1) Interpreting and applying safety and occupational health laws, regulations, principles, theories, practices, standards, procedures, and abatement measures to plan, execute and manage a Safety & Occupational Health Program; 2) Participate with inspections and evaluations of all the installations facilities to ensure compliance, identify hazards and recommend corrective actions; and 3) conducting safety briefings, safety training classes, and professional development classes for leaders and managers. Education

Individual Occupational Requirements 0018 Series:
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
