You will serve as a Safety and Occupational Health Management in the Naval Test Wing Pacific of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will provide technical oversight of all matters affecting Research Development Test and Evaluation test flight safety, proficiency flight, ground safety, and operational Risk Management (ORM). You will perform supervisory duties in accordance with the guidelines and policies of the Science and Technology Reinvention Laboratory (STRL) personnel system. You will foster and facilitate a culture which values diversity and inclusion enabling all employees to reach their full potential. You will ensure subordinates obtain training necessary to perform their duties and supervisors have the tools and information needed to carry out their duties.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Experience leading and directing complex aviation safety programs in accordance with Naval Aviation Safety Management instructions (OPNAVINST 3750.6 series publications). 2) Experience performing Naval Aviation RDT&E Test Hazard Analysis (THA) and Operational Risk Management (ORM) in accordance with OPNAVINST 3500.39 series publications. 3) Experience applying technical oversight to RDT&E flight and ground test activities. 4) Experience reviewing and publishing test plans, test reports, and technical briefs in accordance in accordance with NAVAIRINST 3905.1 and 3960.4 series publications 5) Experience performing supervisory duties including executing personnel administration matters and performance management.
