You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST at Naval Construction Training Center Port Hueneme Learning Site China Lake California.

Duties

You will conduct and review oversight evaluation of Safety and Occupational Health programs for compliance with applicable laws, regulations and to determine overall program effectiveness. You will use computer software programs (e.g., Enterprise Safety Applications Management System [ESAMS] or similar systems) to document and maintain records and report data. You will initiate studies or surveys to evaluate or monitor accident and training trends. You will interpret Occupational Safety and Health toxic chemicals or hazardous materials (HAZMAT) safety policies, standards, and regulations to develop specialized operating practices. You will advise management on mitigating methods for high-risk training safety (e.g., firefighting, damage control, aquatic hazards, explosives and ordnance) to keep trainees safe. You will verify mishap investigations occur on all incidents for proper documentation and review later when evaluating the safety program's effectiveness.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • The safety officer is frequently exposed to machines and equipment in operation, hazardous materials including explosives, silica, and construction hazards. May require travel to/from HHQ/various locations for training, instruction, etc.
  • Work duties frequently requires inspections of equipment, vehicles, installation shops, quarries, drilling sites, hazardous storage facilities, construction sites, and offices, necessitating extended periods of walking and standing.
  • Much of the work is performed outdoors and temperatures can range from below freezing in the winter to well above 90 degrees in the summer. Periods of 24-hour operations may require working extended hours in middle of the night.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, organizing, administering and evaluating Safety, Occupational Health, and Environmental program in a training environment. 2) Developing safety education for supervisors and employees to apply safe work practices and accept changes or modifications to achieve a safe work environment. 3) Developing effective controls of work and equipment hazards resulting from new construction or modification of current facilities. and 4) Developing effective controls, and evaluation processes for the High Risk Training program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a four year course of study leading to a bachelor's degree in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Master's or equivalent graduate degree

OR

2 Full years of progressively higher level graduate education leading to such a degree

OR

An LL.B. or J.D., if related
