This position will operate within the Transportation Service within the Beneficiary Travel Department at the VA Northern Arizona Health Care System (NAVAHCS). The incumbent is directly supervised by and collaborates with the Transportation Service Mobility Manager for transportation workload forecasting, scheduling design, procedure development, quality improvement implementation, modification of processes, evaluation and ongoing operation of the Service.
Duties
The coordination of transportation function is multi-faceted and diverse. The major areas of responsibility and authority are VTS resource scheduling, data collection, tracking and program support responsibilities. The incumbent is responsible for processing Beneficiary Travel Mileage and Ambulance claims, coordinating travel/transportation arrangements as needed with local Emergency Management Services (EMS), Disabled American Veterans (DAV) and other medical facilities. The incumbent must have extensive knowledge of VA Beneficiary Travel (BT) rules and regulations and how they pertain to the VTS program. The incumbent must be proficient with office automation software. The incumbent will also provide backup to process BT requests to include, public bus transportation, public air transportation, arranging ambulance transportation and other duties as assigned.
Major duties and responsibilities include, but not limited to:
Scheduling, Data Collection & Tracking Support
Processing Beneficiary Travel claims.
Daily responsibilities include VTS appointment scheduling; collecting, compiling, and tracking data and statistical information in support of VTS. Performs a basic analysis of the data and generates a variety of reports.
Evaluates documents, e.g., sampling plans, permit applications, and other data collection forms. Aggregates incoming data from a variety of sources.
Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate.
Enters pertinent information into an automated tracking system.
Receives DSS extracts to verify that the workload being captured in DSS is correct.
Maintains automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc.
Interacts with various other transportation services such as local EMS and DAV.
Coordination, Program Planning and Advisory Services
Plans for, organizes, administers, and directs how the program work will be accomplished for the VTS.
Plans and directs programs that provide total support services functions that require the application of highly specialized knowledge and skills.
Planning responsibilities pertain to total functions and require consideration of complete support services e.g., systems management, operations, workload forecasting, review, and reporting of data/statistical results of program/project studies, vehicle maintenance and repair, etc.
Review workload on a daily basis to validate accurate reporting.
Coordinates the day-to-day operation of VTS flow, processes, and functions.
Provides technical guidance necessary to achieve the optimum use of VTS resources.
Provides advisory services to the VTS Mobility Manager regarding the requirements and implications of the services provided.
Provides advice to operating managers and supervisors on how provided services can assist in accomplishing their missions and programs.
Work Schedule: Compressed schedule, between 7:00AM to 5:30PM

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
