The position is located in the Office of the Executive Director, Bureau of Counterterrorism (CT/EX). The Executive Office provides extensive management, administrative, general services, procurement,security, emergency planning, and information technology services to CT. You will serve as the General Services Officer (GSO) responsible for planning, developing, coordinating, and/or executing various and critical administrative support services for CT.
Duties
Provides administrative support to the Bureau of Counterterrorism (CT) including but not limited to: analytical studies, procurement and contracting services, space management, supply management, and printing and duplicating services.
Provides input to the budgetary and financial plan for costs associated with contracting needs providing support of procurement and disposal of furniture, equipment, supplies, and telecommunication requirements.
Provides advisory services to bureau management and personnel with regards to procurement procedures, policies, and requirements in accordance with the Office of Management and Budget (OMB) and Department of State Procurement guidelines.
Performs supervisory duties over contract staff and contracted laborers to include: planning of work; assigning work, establishing timelines and priorities; and, evaluating work performance providing advice, counsel and/or instruction to employees.
Responsible to independently , or as part of a team, conduct studies to assure that critical administrative support services are successfully executed for multiple Bureaus and Offices with varying missions.
Conducts periodic surveys of space utilization to obtaining optimum office space usage and/or operating efficiency.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
- Requires a financial disclosure statement, OGE-450.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in the application of Department and federal procurement and acquisition processes to provide administrative support within an assigned Bureau. (i.e. budget administration, procurement and contracting services, space management, supply management, and printing and duplicating services).
Experience evaluating administrative support services to identify the effectiveness and efficiency of space utilization and contractual needs.
Experience conducting space utilization surveys to analyze facility requirements.
There is no substitute of education for specialized experience for the GS-13 position.
