This position is part of the Southwestern Indian Polytechnic Institute, Bureau of Indian Education. As a Supv Instructional Systems Specialist (VP Academic Affairs) you will exercise responsibility for the College's academic programs, including planning, organizing, coordinating, implementation and assessment of academic programs.

Duties

As a Supv Instructional Systems Specialist (VP Academic Affairs) GS-1750-14, your typical work assignments may include the following under supervision: Establishes policy and provides direction, guidance, and managerial supervision for all the SIPl's Academic Programs and research activities programs. Serves as the expert advisor to the President, and as such provides the President with authoritative information, alternatives and recommendations on the current and long-range plans pertaining to academic programs. Establishes, implements, and evaluates long and short-term policies and plans to efficiently and effectively integrate the academic programs and activities to provide post-secondary education for a national American Indian/Alaska Native constituency. Review programs and curricula to ensure that they remain current, provide required prerequisites, and satisfy accreditation standards; direct the development of curricula and course modifications. Reviews requests related to funding and operational requirements and develops a comprehensive budget plan for Academics with justification and recommendations for the President's consideration. Represents SIPI and the President as an expert on academic programs on various committee and boards.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. BASIC REQUIREMENTS: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software or distance education. In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-14 LEVEL: One (1) year of specialized experience equivalent to at least the GS-13 grade level in the federal service performing duties such as: Serving as an academic administrator in a college or university academic program with overall responsibility for the leadership, management, planning, organizing, and oversight of faculty, staff and programs, including budget planning and management, distance education, coordination of shared governance; administrative experience in serving as an academic administrator, experience in a tribal college and experience teaching in a college or university; direct experience in dual credit and college or university articulation agreements, direct experience in a college or university service as a lead or author for a self-study to fulfill accreditation requirements as well as legal and regulatory requirements for all degree offering programs; direct experience in implementing, applying and evaluations assessment in a college setting. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education
