This position is part of the Southwestern Indian Polytechnic Institute, Bureau of Indian Education (BIE). As a Instructional Systems Specialist (Distance Education) you will be responsible for the design and development of courses and instructional materials for the distance education and learning program and providing technical training and support to faculty.
Duties
As a Instructional Systems Specialist (Distance Education)GS-1750-11, your typical work assignments may include the following:
Plan, develop, and coordinate the distance education courses and program(s), considering the type and quality of instruction, cost effectiveness, technology, equipment and students.
Work collaboratively with the faculty and staff members on development and design stages of the distance education courses and implementation of e-learning content.
Evaluate the learning outcomes, design, and effectiveness of curricula and distance learning, using formative and summative assessment tools to evaluate and program achievements and student performance and prepares interpretations of results and recommendations.
Serve as a consultant in distance learning course delivery to other facility staff in program development and participate on Technology Committee and related subcommittees.
Facilitate training and conduct workshops on educational technology systems.
Requirements

Qualifications
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
BASIC REQUIREMENTS:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-11 LEVEL: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service. Examples include: Develop educational and training materials for distance education courses; Conduct needs assessments and strategic learning assessments to develop the content of educational program or to update instructional content; Analyze performance data to determine effectiveness of course delivery; and Plan and conduct training on use of instructional technology.
OR
A Ph.D. or equivalent doctoral degree or (3) three full years of progressively higher-level education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR
A combination of successfully completed graduate level education beyond the second year of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for the position.
