You will serve as a ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST/NATURAL RESOURCE SPECIALIST in the ENVIRONMENTAL BUSINESS LINE, REGIONAL ENV COORDINATION (EVN40) of NAVFAC ENGINEERING CMD MID-ATLANTIC. SALARY RANGE:: GS-12: $83,854-$109,011 GS-13: $99,714-$129,625

Duties

You will identify opportunities for joint DoD/community projects, events, or partnerships. You will represent DoD/Navy at conferences, seminars, events, partnerships meetings, etc. You will coordinate regulatory-driven activities such as permit applications or compliance agreements that may set a Navy or DoD precedent among installations, other service counterparts, and the chain of command. You will develop regional studies or projects to gather data to enhance compliance or to implement regional DoD commitments.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: If applying for the GS-0819-13, Professional Environmental Engineering Series, you must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. FOR THE GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing or assisting in the implementation of DoD and DoN climate change priorities, climate adaption initiatives, and military installation resilience goals to ensure US Navy and Marine Corps forces, systems and facilities can continue to operate effectively; 2) Coordinating, collaborating, and facilitating partnerships with DoD and DON commands, other federal and state agencies, and organizations, on climate and resilience policy and program matters and implementation of actions that support installation and community resilience; 3) Representing an installation, organization or command before public bodies, executives, officials, managers, professionals, employees of other agencies, state legislators and staff, representatives of Federal, state and local regulatory agencies, as a negotiator, facilitator, communicator of policy and stewardship initiatives, etc.; and 4) Developing standards, policies, and directives to provide guidance on compliance with environmental protection laws and regulations. FOR THE GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Supporting the implementation of DoD and DoN climate change priorities, climate adaption initiatives, and military installation resilience goals; 2.) Collaborating with DoD and DON commands, other federal and state agencies, and organizations on climate and resilience policy and program matters and implementation of actions that support installation and community resilience; 3.) Assisting in integration of climate-informed decision making including use of nature-based solutions to create climate-ready installations and operational capability under changing conditions; 4.) Researching standards, policies, and directives to provide guidance on compliance with environmental protection laws and regulations. 0819 ENVIRONMENTAL ENGINEER:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1301 PHYSICAL SCIENTIST:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

or

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

0401 NATURAL RESOURCE SPECIALIST:


Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

or

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
