The Training Administrator/Education Program Specialist/Prevention and Management of Disruptive Behavior (PMDB) Coordinator is assigned to Social Work Service at the Miami VA HealthCare System (Miami VAHS). The primary responsibility of the position is to manage all administrative aspects of the PMDB Program which includes coordinating the training of PMDB Facility Trainers from across the Miami VAHS. Lastly, the position also provides all levels of PMDB training.

Duties

Duties consist of the following, but are not limited to: Developing an annual training plan based on the recommendations of the Workplace Behavioral Risk Assessment (WBRA). Assigning of trainers and classes accordingly for all levels of PMDB, PMDB refresher courses, and required PMDB skills assessments. Maintaining records of all training programs, attendees, and qualifications of trainers; and ensure facility adherence to national requirements related to PMDB training. In addition, serve as member of the Disruptive Behavior Committee (DBC) Lead the review/analysis of the annual WBRA, and other reports, for quality improvement. Create the annual PMDB training program for the Miami VAHS, along with other administrative goals. Responsible for the coordination and management of all training activities associated with the PMDB program. Responsible for coordination and oversight of all PMDB training in the facility to include completion of all required PMDB training levels for all employees within 90 days of hire, in accordance with WBRA results and respective PMDB in the Talent Management System (TMS). Ensure consistent, timely training for identified employees; ensure employees assigned at all levels of PMDB have sufficient methods, times, and opportunities to complete annual skills assessments. Coordinate and facilitate annual refresher courses for all staff across all PMDB Levels. Coordination and oversight of PMDB trainers, to include access to all curriculum and training tools is available to Facility Trainers and Master Trainers Identify and select employees qualified to become PMDB Facility Trainers. Ensure PMDB Facility Trainers are initially certified by completing a PMDB Train-The-Trainer (TTT) course and then recertified via the biannual PMDB Trainer Recalibration Conference or a Facility Trainer Recertification Assessment (FTRA) every four years. Prepare, review, and submit national reports regarding assignment and completion of PMDB training. Participates in the analysis of disruptive and violent incidents, including analysis identifying why the incident(s) occurred and how to prevent future incidents. Complete a Disruptive Behavior Reporting System (DBRS) "Status & Assessment" and Veteran Risk Assessment Instrument (VRAI) as assigned. Provides all levels of PMDB training to staff Work Schedule: Monday-Friday, 7:30am-4:00pm , (occasional evenings, nights and weekends) Telework: This position may be authorized for telework (Ad-Hoc). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Training Instruction Series 1712 Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the IOR requirement above must also meet one of the following below. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan, develop, implement, direct, and coordinate overall training at the facility level; Hands on experience with Talent Management System (TMS); Coordinate space and staff resources sufficient to conduct trainings; Coordination and oversight of Prevention and Management of Disruptive Behavior (PMDB) trainers; Use Microsoft Office Suite (Word, PowerPoint, Excel, Access, Publisher, and Outlook) effectively to complete and manage correspondence, tracking, reporting, and education initiatives; Expertise in PMDB as evidenced by current or ongoing certification as a PMDB Facility Trainer or Master Trainer (Master Trainer or Master Trainer-in-Training); Prepare forms as requested by various services and committees; Effectively complete and manage correspondence, tracking, reporting, and training-related initiatives; Instruct and train staff in all levels. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Additional preferred experience: Education Program Specialist/Prevention and Management of Disruptive Behavior (PMDB)Trainer experience. Communication skills. Teach and instruct others. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Involved, and actively train staff in all levels of PMDB. This requires frequent physical effort, standing, walking, bending, sitting, and hands-on therapeutic containment activity with employees during technique demonstrations. Significant physical demands are required to perform the full duties and responsibilities of the PMDB Coordinator position when fulfilling the capacity of a PMDB Facility Trainer. The incumbent will train groups of 6 to 16 people in several types of physical skills per class. To train physical skills, the PMDB Facility Trainer must be able to demonstrate the skills correctly and repeat the skills several times to train others in doing the skill. This requires the ability to repeat the following physical movements (among others) from 10 to 18 times per skill during a class period of 4 to 6 hours duration: raise arms over head, bend at the neck, stand on one leg, pivot on one foot, slowly descend to squatting position, stay on the balls of the feet while on knees, perform and hold a deep lunge, slowly descend from lunge position to one knee while lowering someone to their knees, rise from seated position on the floor, cross one leg over another, and keep feet flat on the floor while sitting on the floor. Additionally, the PMDB Program Educator position requires lifting and carrying/transporting training mats that weigh approximately 25 to 35 pounds each, lifting and/or pushing (e.g., audiovisual equipment, tables, chairs), walking, and sitting.
