You will serve as a Supervisory Program Analyst in the Avionics/Weapons Integration Engineering Division, Spectrum Warfare Department of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will manage an annual budget of $32M for correcting Fleet software deficiencies and funding associated infrastructure for the F/A-18A-D, F/A-18EF and EA-18G deficiency correction efforts. You will answer data calls, mentor personnel via performance feedback, Individual Development Plans, and career discussions and support Division initiatives. You will coordinate funding requirements with Software Support Activities (SSA) at NAS Patuxent River, MD, NAWS China Lake, CA, NBVC Pt Mugu, CA, FRCSW North Island, CA, FRCSE Jacksonville, FL, and NSWC Crane, IN. You will develop annual budget requirements that includes infrastructure and software deficiency corrections and input the budget requirements into the Capability Readiness Impact Module (CRIM) tool for budget planning. You will coordinate Software Support requirements with the NAVAIR Sustainment Group (NSG) Software Support Director and participate in NSG hosted Community of Practice meetings You will develop annual POM cycle budget requirements based on requirements provided by Field Activities, inputting the POM budget requirements into the Capability Readiness Impact Module (CRIM) tool.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Working with program offices as well as Navy Software Support Activities (SSA) to identify and resolve on-aircraft software deficiencies; 2) Planning, evaluating, and coordinating the annual budget requirements across multiple diverse SSAs; 3) Providing contract funding oversight by managing the execution of requirements, addressing issues, and collaborating on resolutions; 4) Explaining or justifying decisions, findings, or recommendations to higher level official(s).
