The incumbent functions as the Program and Management Analyst to the Chief of Behavioral Health and is responsible for the administrative management and activities of the Behavioral Health Service. The incumbent will serve as the principal department coordinator (PDC) of the Patient Centered management Module (PCMM). The position is located at the Columbus VA Ambulatory Care Center under the direct supervision of the Administrative Officer of the Behavioral Health Service.

Duties

Duties include: Serves as the principal department coordinator (PDC) of the Patient Centered Management Module (PCMM). Serves as the subject matter expert providing high-level operational oversight and expertise of the PCMM web application. Manages and maintains the access, data entry, and accuracy of the PCMM. Provides management and oversight of the PCMM web application, ensuring that the data entered into PCMM is reliable and consistent; adheres to policy and business rules; and for data management, education, and training. Provides administrative support to the Behavioral Health Department to assist with analytical and evaluative work related to program operations and management and organizational efficiency and productivity. Meets regularly with facility Behavioral Health leadership and group practice managers to review provider panel management data to ensure patient assignments are made according to the current accessibility of the clinics and patient wait times, including access for face-to-face and telephone care. Participates in weekly and/or monthly National calls which provide updates on processes and to ensure alignment with national policy, receive updates, and share strong practices among peers. Develops behavioral health department management and/or program evaluation plans, procedures, and methodology; This may include review and analyses of employee/ organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; developing workload based staffing standards to determine organizational manning levels to identify resources (staff, funding, equipment, of facilities) required to support varied levels of behavioral health program operations. Monitors panel sizes, corrects transmission errors, and reviews incorrect patient assignments in PCMM. Provides input to VISN and national program managers on process challenges, program issues, and other problems so these items can be addressed, corrected, and/or improved. Works with clinic support staff, clinic managers, clinical service chiefs, CBOC staff, Administrative Officers, MCAA staff, VISN staff and national staff to maintain the integrity of the PCMM application functionality, utilization, and resulting data. Manages the automatic unassigned patients by running VSSC reports and communicating with the Behavioral Health clinics to ensure the patients are contacted. Assures that Change of Provider forms are completed timely. Uses advanced knowledge of VHA data reporting systems (PCMM, Cerner Millenium, VSSC, LEAF, OPES, CPM, MCA, Discern, and Pyramid Analytics) to gather administrative and clinical data to compile regular patient centered panel reports. Uses software and databases, such as Excel, Word, PowerPoint, etc. Participates in weekly and/or monthly National calls which provide updates on processes and to ensure alignment with national policy, receive updates, and share strong practices among peers. Maintains communication with clinic site leadership at all CBOCs and sites of care to ensure timely responses and resolution to any BHIP and/or PCMM issues, which prevents delay of care. Serves as the department technical expert for PCMM with the ability to troubleshoot and resolve user issues. Work schedule: Full Time, 8:00-4;30 p.m. Financial Disclosure Report: Not Required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 you must have served 52 weeks at the GS-05.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education is described below: GS-07, Management & Program Analyst Specialized Experience: You must possess at least one (1) year of specialized experience related to the duties of this Management and Program Analyst position that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill working in Microsoft Excel, Access, Word and PowerPoint software applications, Excellent written and oral communication skills to communicate with staff, Knowledge of the principles of process improvement and quality assurance in heath care to implement, evaluate and coordinate process improvement activities, Ability to validate program utilization and data integrity, including timely data entry and oversight management OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) OR, Superior Academic Achievement: Applicants may also substitute education for the required experience based on superior academic achievement. To qualify based on education for this grade level you must have successfully completed a Bachelor's degree related to the work of the position with Superior Academic Achievement. SAA is described further in the Education section of this announcement. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate level education to meet the total requirements. (Transcript Required) GS-09, Management & Program Analyst Specialized Experience: You must possess at least one (1) year of specialized experience related to the duties of this Management and Program Analyst position that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques, Knowledge and skill working in Microsoft Excel, Access, Word and PowerPoint software applications, Excellent written and oral communication skills to communicate with staff, Knowledge of the principles of process improvement and quality assurance in health care, Ability to implement, evaluate, and coordinate quality assurance and process improvement activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must have an equivalent combination of specialized experience and graduate level education to meet the total requirements. Physical Requirements: The work is primarily sedentary and most of the duties can be accomplished sitting comfortably while others require walking, standing, bending, and carrying light items such as papers and books.
