About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
This position is located with the Directorate of Installation Services, Risk Management Division, Operations Branch, Tobyhanna Army Depot, PA.
Duties
Provides multi-discipline security support that includes Information Security, Personnel Security, Operations Security, Communications Security, Industrial Security, Foreign Disclosure, and Security of Special Access Programs (SAPs).
Conducts routine security inspections, investigations, inquiries, and assistance visits and provides reports and recommendations for corrective actions.
Develops draft security plans and procedures for safeguarding classified information.
Coordinates intelligence and security products and services on behalf of the Commander and staff elements.
Conducts various security briefings (to include initial indoctrination, courier, and foreign travel briefings, final debriefings, etc.) relative to security functions.
Liaison with organizational personnel in implementing the personnel security program duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- Must be able to obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Position may require Temporary Duty (TDY)/business travel of up to 25%.
- This position has been identified for the Security Professional Education Development (SPeD) Certification Program.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of progressively responsible intelligence related security experience equivalent to the GG/GS-09 grade level in the Federal service which includes (1) reviewing, analyzing, and providing guidance and assistance relating to security policies and procedures; and (2) resolving security problems and violations in support of at least three of the following security programs: Personnel Security, Information Security, Operations, security, Communications Security, Industrial Security, Foreign Disclosure, and/or Security of Special Access Programs (SAPs).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Security Administration, Industrial Security Administration, Industrial Management, National Security Studies, Security Management, Political Science, International Relations/Foreign Affairs, Geography, Systems Management/Operations Research, Criminal Justice, Psychology, Engineering (Job Specific), History, Electronic Technology (Job Specific), and Law field of study. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
Education
