About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
This position is located with the Dir/Installation Services, Risk Management Division, Operations Branch, Tobyhanna Army Depot, PA.
Duties
Assists with gathering, reviewing, and preparing reports on a variety of narrative and/or statistical data in the multi-discipline security functions.
Works with Security Officer in performing surveys and inspections.
Assists in developing, implementing, and monitoring the various security programs to assure adequate security controls are in place.
Assists in establishing routine procedures and initiates actions to resolve security related errors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- Must be able to obtain and maintain and Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Position may require Temporary Duty (TDY)/business travel of up to 10% of the time.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as one year of progressively responsible intelligence related security experience equivalent to the GG/GS-09 grade level in the Federal Service which includes assisting in analyzing, receiving and responding to, and/or reporting in the area of personnel security to include derogatory information adjudication and evaluation process.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Security Management, Industrial Security Administration, Industrial Management and/or Security Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
Education
