This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent(s) will serve as a Security Specialist (Force Protection) GS-0080-11 for the Directorate of Installation Services, Risk Management Division, Security Operations Branch.
Duties
Reviews, coordinates, and maintains the program guidance and contingency plans related to the Force Protection Program.
Coordinates and maintains an emergency communications system; establishes a viable FPCON system and the Random Antiterrorism Measures Program to deter terrorist attacks on personnel and resources within the command.
Prepares assessments of current emergency and contingency plans.
Plans, prepares, consolidates, reviews, and executes budget requirements for resources necessary to implement plans, particularly the Victory over Terrorism (VTER), Management Decision Package (MDEP) or Antiterrorism (AT)/Force Protection (FP).
Serves as the authoritative source of information for this installation and between the installation and lateral and higher Department of the Army echelons in matters pertaining to disaster preparedness.
Responsible for maintaining the emergency operations center (EOC) for use by the Crisis Management Team (CMT) during exercises or actual operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
- Incumbent may be required to work overtime both programmed and unannounced.
- Job duties may necessitate the performance of work during any of three operating shifts, to include Saturday, Sunday, and holidays. This may include shifts on nights and/or weekends.
- Incumbent is in a designed KEY PERSONNEL position and subject to 24-hour recall.
- Must be trained and physically capable of responding as a team member on the installation Hazardous Materials Team during crisis management operations
- Incumbent is required to have a physical examination and possess physical abilities in agility, dexterity and strength. Simulated training activities have same physical requirements. Normal ranges of hearing and sight are therefore required.
- Subject to random urinalysis testing IAW approved DA guidelines.
- Must be able to wear a protective mask and helmet, body armor, Level A/B CHEMBIO protection, gloves, and other personnel protection equipment.
- Must maintain a valid state-issued Driver's License.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes: (1) establishing policies and/or procedures within the area of Security, Force Protection and/or Anti-Terrorism, (2) knowledge in physical security, force protection, and/or antiterrorism to provide guidance to staff, AND (3) managing or assisting with Anti-Terrorism education and training programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice or Security Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
