The primary purpose of this position, Engine Management Specialist, GS-0301-9/11, is to serve as the Stock Record Account Number (SRAN) Base Engine Manager (BEM) and assist the Command Engine Manager (CEM) as required.

Duties

Function as the Stock Record Account Number/Base Engine Manager. Ensure maintenance of data programs and data bases specific to propulsion equipment functions, engine or equipment operation or historical records. Process all engine download data from supplied software that concerns engine hour recording and time, temperature, cycle recording. Serve as the Propulsion Systems Time Compliance Technical / Life Limit Monitor. Perform semi-annual inventory in accordance with Technical Order 00-25-254-1 and AFMAN 23-110

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience or will have one year within 120 days of closing of this announcement at the next lower grade (GS-07), equivalent in other pay systems. Examples of specialized experience includes skills in developing and recommending local engine management policy and procedures, report receipt, shipment status and maintenance actions. Ensure the handling, transportation, storage, and receipt of shipping devices for depot engines are properly documented, maintained and reported. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work off the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Examples of specialized experience includes assessing and analyzing productivity, preparing and deliver oral presentations such as briefings, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters and convey information relative to engine management. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, schedule, and take corrective action to meet emergency and regular workload requirements. 2. Knowledge of assigned equipment. 3. Knowledge and ability to interpret military engine technical orders, Air Force instructions/manuals, data, standards and to relate them properly to the particular control projects assigned in preparing engine production plans and schedules and in maintaining effective follow-up. 4. Knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance in workload. 5. Knowledge and skill of appropriate propulsion production/technical processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
