This position is with the Office of Secure Transportation, Office of Training and Resources, Resources Division, Management Support Branch. This position serves as a Management Analyst that will assist the MSB Branch Chief and HR Liaison Program Lead with improving organizational and managerial effectiveness.
Duties
As a Management Analyst, you will:
- Conduct, coordinate, and analyze special studies related to organizational structure, human resource liaison, workers' compensation, workforce analysis and utilization, and policy development.
- Prepare, track, and submit various personnel actions.
- Assist with onboarding/offboarding.
- Provide advice to management and employees in HR-related areas.
- Resolve significant issues or problems pertinent to management programs associated with OSTs mission.
- Support the administration of organizational-level programs.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate must have one full year of specialized experience equivalent in responsibility and scope to the NQ-01 pay band or GS-07 level as described in the vacancy announcement under specialized experience requirements.
Examples of specialized experience would include supporting a human resource management program, initiating and/or processing personnel actions, providing timely and professional customer service, supporting/managing organizational-level workers' compensation, awards, telework or performance management programs.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
