Duties
This position is organizationally aligned under the Office of the Director at the Edward Hines, Jr. VA Hospital (VAH) - a Level 1a Complexity VHA Facility. The Hospital offers primary, extended and specialty care and serves as a tertiary care referral center for VISN 12. Specialized clinical programs include Blind Rehabilitation, Spinal Cord Injury and Cardiovascular Surgery. The Hospital also serves as the VISN 12 southern tier hub for pathology, radiology, radiation therapy, human resource management and fiscal services. While Edward Hines, Jr. (VAH) currently operates 489 beds, primary care is extending to seven community-based outpatient clinics in Oak Park, Manteno, Hoffman Estates, Oak Lawn, Aurora, LaSalle and Joliet.
Edward Hines, Jr. (VAH) generates over 500,000 outpatients visits per year, has 3500 employees and serves as the site for 22 tenants' organizations. Edward Hines, Jr. (VAH) as a single VA facility, represents virtually the entire spectrum of VA healthcare and clinical programs. In addition to those programs already mentioned, a partial list of specialized programs includes: A Spinal Cord Injury Residential Care Facility; AMVETS Reactivation Center; Community Living Center; Preservation, Amputation, Care and Treatment Program (PACT); Automated Fabrication of Mobility Aids services; Hospice Care; Respite Care; Dual Diagnosis Substance Abuse Program; Post-Traumatic Stress Disorder Program; and a Homeless Chronically Mentally Ill Program.
dward Hines, Jr.(VAH) is affiliated with approximately 70 colleges and universities for the purpose of educating technicians, undergraduates and graduate students in 40 different associated health professions. Edward Hines, Jr.(VAH) is institutionally affiliated with Loyola University of Chicago, Stritch School of Medicine, and programmatically affiliated with University of Illinois College of Medicine, Chicago, and the Finch University of Health Sciences/Chicago Medical School. Edward Hines, Jr. (VAH) has one of the largest and most diverse research programs in the VA system with approximately 458 projects, 139 investigators, an estimated budget of $17 million (VA and non-VA), and 150,000 square feet of space.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11; For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to solve problems in support of the delivery of patient care; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing personalized health plans for patients.
To qualify for a GS-12, you must possess 52 weeks of the above experience at the GS-11 or equivalent level.
To qualify for a GS-11, you must possess 52 weeks of the above experience at the GS-09 or equivalent level.
