Duties

Prepares pre and post award price and cost analyses of contractor proposals and is required to establish pre-negotiation pricing position. Participates in negotiations and provides recommendations with industry leading vendors along with the Acquisition Specialist and/or a matrix team of engineers, supply specialists, and product specialists. Reviews technical and audit reports of cost elements to determine price reasonableness, develop complex pricing arrangements and incentives. Performs or directs in-depth evaluations of the contractor's financial and technical capabilities or performance through research of contractor's financial statements or business strategies. Supports Acquisition Specialists with pricing analysis on large, long-term complex corporate contracts, factoring adjustments for certain costs where price reasonableness cannot be predicted at the time of negotiation. Conducts in-depth analysis of proposals to evaluate the reasonableness of proposed contract prices.

Qualifications

To qualify for a Contract Price/Cost Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducts in-depth analysis on the various elements of major contractor proposals of long-term contracts to evaluate the reasonableness of proposed contract prices. Prepares comprehensive recommendations that significantly affect the content, interpretation, or the negotiation objectives concerning cost and price matters. Reviews the field reports to ensure that they are responsive, complete, and sufficient for contract negotiation purposes. Analyzes price re-determination cases, contract modification and termination settlements and develops reasonable profit objectives using weighted guidelines techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
