The incumbent must be a licensed Pharmacist who is knowledgeable of and comprehends the objectives and functionality of the clinical and administrative patient care programs and their integration with the VISTA systems in the delivery of patient care services. The clinical information system programs have a direct impact on the care and treatment of the patient.
Duties
Major Duties include but are not limited to:
The Clinical Information Systems Program Specialist serves as a Clinical Applications Coordinator and he/she liaises with the Chief of Staff, the direct patient care service chiefs, ancillary and administrative service chiefs, CIO Field Office and IM Service Line; regarding the electronic patient record and all clinical information system programs at this Medical Center and its outpatient clinics.
The incumbent coordinates Order Entry and Results Reporting (CPRS)/Computerized Patient Record Systems (CPRS) programs, Bar Code Medication Administration and the related software packages that comprise those programs.
The primary function of this position is to implement, coordinate, evaluate and manage CPRS as it relates to the Pharmacy packages, BCMA, as well as other interfacing clinical packages. The evaluation of the CPRS programs includes extensive testing of software upgrades in a mirrored test account to decrease impact on the end user and patient care. This requires extensive clinical working knowledge of the Pharmacy packages and other clinical packages in the VISTA system.
The incumbent develops, implements, validates and maintains clinical protocols and data files used in these programs. The Clinical Applications Coordinator is a resource person to the clinical staff concerning VISTA clinical programs. These may be confined to a single service and/or extend across organizational lines.
Problem solving involves consulting with service line managers/service chiefs, clinical users and in conjunction with the Clinical Informatics Service Line or national program developers, to determine individual needs and develop a plan of action to correct/implement any required changes.
The incumbent works with all medical center clinicians to analyze their problems and provide solutions or suggestions concerning the VISTA/GUI clinical programs. He/she implements modifications to address their concerns or issues as allowed within the framework of the VISTA information system.
The Clinical Applications Coordinator also initiates regular reviews of the programs and consults with the administrative users to identify problems before they become deterrents to the use of the system.
Qualifications
Pharmacy BASIC EXPERIENCE: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:
Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;
Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations;
Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program;
Planning, monitoring and evaluating medication programs or regimens;
Establishing medication-handling procedures for the storage and preservation of medications;
Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or
Maintaining all medication records required by law.
GS-13 grade level: One year of SPECIALIZED EXPERIENCE (equivalent to the next lower GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the Program Specialist (Clinical Applications Coordinator) position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Licensure: Applicants must be registered and licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Loss of Credential: An employee in this occupation who fails to obtain licensure/certification/registration within the required time frame, or who fails to maintain the required licensure/certification/registration must be removed from the occupation, which may also result in termination of employment.
Education
There is no educational substitution for experience at the GS-13 level.

Education required: A doctoral degree in Pharmacy that is recognized by the
Accreditation Council for Pharmacy Education(external link) (ACPE) or an accrediting body recognized by the
U.S. Department of Education(external link) at the time the degree was obtained.
