The Pharmacy Inventory Manager is responsible for all aspects of inventory management to include resource utilization, policy development, training, competencies, quality assurance, medication/supply shortage plans and tracking, pharmacy recall responses, organizing/directing procurement section activities, and communication of actions/plans both within and outside of Pharmacy.

Duties

Major duties include, but are not limited to: The incumbent's area of scope includes monitoring of activities at 3 pharmacy sites of distribution. Monitoring of controlled substances and non-controlled inventory, distribution, and administration at all sites is required. Objective is to prevent diversion and promote efficient operations. Incumbent responsibilities also include assisting with All Hazards Cache management and recalls management. Must represent Pharmacy and VA positively in interactions. The primary duties and responsibilities of this position are to assist the Office of the Chief, Pharmacy Service, in the management of the Controlled Substances and Procurement Section throughout Fayetteville VA Medical Center areas of operation. The incumbent acts in the absence of the Chief and Associate Chief, Pharmacy Service and other Supervisors as assigned. In addition to the above duties and responsibilities, the program manager will perform, whenever necessary, all the duties normally done by a clinical pharmacist. This will include, but is not limited to, filling checking and/or compounding of prescriptions, bulk compounding, preparation of I.V. admixtures, dispensing unit dose medications, prepackaging, ward inspections and fulfilling whatever professional duties that are required or assigned. The work requires detailed and comprehensive knowledge of federal and state laws, regulations, policies, procedures and other instructions governing control and distribution of Schedule II-V drugs hospital wide. The incumbent is responsible for ensuring that the section meets VA, Joint Commission, and professional pharmacy standards/regulations/laws, where and when applicable to ensure patient safety and hospital/department compliance. The incumbent provides training and education to nurses, pharmacists, physicians, controlled substance inspectors, pharmacy technicians, pharmacy students and both professional and supportive people on intra VA details at this station involving handling, transportation, mailing and security of controlled substances. The incumbent directs the training and orientation of technicians, and students in the controlled substances program including filling and mailing of controlled substances. Interacts with pharmacists, nurses, physicians, other clinical staff, and patients as required. Capable of resolving questionable orders with the professional staff. Is able to obtain required information from various sources, including the patient's chart, the computer system, and Pharmacy Service records. Monitors annual funding allocation on a continuous basis using financial reports from Fiscal and pharmacy documents; tracks pharmacy budget spending and oversees reconciliation of monthly B09 reports for Fiscal services. The incumbent must possess extensive knowledge in the areas of pharmacology, therapeutics, drug interactions, I.V. additives, and various drug distribution systems utilized within the FVAMC system. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Incumbent must meet the Pharmacist Qualifications Standards outlined in VA Handbook 5005/55, Part II, Appendix G-15. BASIC Qualifications: Citizenship: Citizen of the United States. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. (May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation. Only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience: In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board. Assignments: For all assignments above the GS-12 Full Performance Level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Program Manager: Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Specialized Experience: Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. b. Expert understanding of regulatory and quality standards for their program area. c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Education

There is no educational substitution for experience at the GS-13 level.
