As a Human Resources Specialist at the GS-0201-9/11, you will be part of Office of Personnel Management. If selected, you will be responsible for supporting the design, development, and promulgation of government-wide policies, regulations and supplementary guidance on the full range of organizational culture and work-life programs affecting the employee/workforce.
Duties
Studies work/life programs primarily in the areas of health, wellness, and physical fitness and when necessary, on employee assistance programs, and child and adult dependent care policies and program guidelines for Federal civilian employees.
Qualifications
For the GS-09: You must have at least one full year (52 weeks) of experience comparable in scope and responsibility to the GS-07 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following: 1) Compiling data for assisting in facilitating working groups; 2) Researching policies, guidelines, regulations, or best practices; AND 3) Drafting customized deliverables (e.g., reports, dashboards, and presentations) that include data insights or suggested implementation.
Substitution of education for experience at the GS-09 level: successfully completed a Master's or equivalent graduate degree or completion of at least two full academic years of progressively higher level graduate education leading to a master's degree or LL.B or J.D in a directly related field of study (for example, human resources, business, public administration, management, social sciences) that demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (Must submit official or unofficial transcripts with your application to verify eligibility.) OR Combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. For the GS-11: You must have at least one full year (52 weeks) of experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following: 1) Compiling and monitoring data, and facilitating working groups; 2) Collaborating with senior staff to resolve problems or issues related to programs or projects; 3) Researching policies, guidelines, regulations, or best practices; AND 4) Drafting customized deliverables (e.g., reports, dashboards, and presentations) that include data insights or suggested implementation.
Substitution of education for experience at the GS-11 level: successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a directly related field of study (for example, human resources, business, public administration, management, social sciences) that demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.
