The Program Support Assistant is assigned to Nursing and Patient Care Services at Eastern Oklahoma Healthcare System, Muskogee, OK. The Veterans Health Administration (VHA) expands the provision of patient care beyond institutional settings, such as the Department of Veterans Affairs (VA) Hospital, by utilizing innovative telecommunication technologies to enhance Telehealth/telemedicine Clinics and to proactively manage Telemedicine Scheduling and monitoring process.
Duties
Major duties include, but are not limited to:
Completes minutes for assigned meetings.
Prepares letters, memorandums, schedules, reports and other correspondence for the Telehealth Nurse Manager including communication to principals within the VA.
Communicates information appropriately to staff via E-mail and other virtual means.
Provides technical advice and assistance to staff regarding clerical and operational aspects of telehealth program management: making and following through with recommendations on how to use SharePoint site or lists to organize new program development or development of improved methods for tracking such deployments.
Performs administrative or technical duties associated with developing, revising, maintaining, telehealth initiatives and programs.
Interprets, coordinates and plans aspects of program integration and new program integration and new program releases, including implementing and evaluating new and existing programs, and building, entering and updating data bases, program files.
Assists Telehealth Nurse Manager with developing major administrative policies for software and computer applications such as contingency/manual fallback procedures, recovery procedures, and workload reporting/monitoring. Works with other services to integrate these programs.
Collaborates with each staff member to develop and maintain a database for tracking and receiving of equipment.
Collaborates with end-users to ensure that data input errors or deficiencies are corrected.
Provides primary ADP support for all HPDP/Telehealth programs and staff. Utilizes a variety of software programs, including local Master Control Unit (MCU), VISN MCU's, STL SharePoint Telehealth/TeleMed SharePoint, CPRS, word processing, file management, VistA program, EXCEL spreadsheets, communication tools such as MS Outlook, and the PIV Portal to facilitate daily operation of service.
Provides computer access and training on VISTA mailman, CPRS, Outlook, HPDP/Telehealth programs and PC applications software programs to HPDP/Telehealth employees. Analyzes and implements training on software applications as needs are identified or where deficiencies exist. Trains staff on new menu options as they become available, through hands on training, composing and sending explanatory electronic mail messages and/or hard copy materials to HPDP/Telehealth staff.
Audits all user computer menus and security keys to ensure validity in accordance with VA Directive.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing form; Knowledge of procedures for developing technical and operational support documentation; Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately; Uses computers, software applications, databases, and automated systems to accomplish work.
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. To substitute education for experience at the GS 7 grade level, you must possess at least 1 full year of graduate education in a field directly related to the position.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
