The Program Support Assistant position is located within the Nursing, Specialty Care Service for the Eastern Oklahoma VA Health Care System, and is responsible for providing equipment, data processing, and clinic support to the Telehealth Nurse Manager.

Duties

Duties include, but are not limited to: Completes minutes for assigned meetings. Prepares letters, memorandums, schedules, reports and other correspondence for the Telehealth Nurse Manager, including communication to principals within the VA. Communicates information appropriately to staff via email and other virtual means. Provides technical advice and assistance to staff regarding clerical and operational aspects of telehealth program management: making and following through with recommendations on how to use SharePoint site or lists to organize new program development or development of improved methods for tracking such deployments. Performs administrative or technical duties associated with developing, revising, and maintaining telehealth initiatives and programs. Interprets, coordinates, and plans aspects of program integration and new program integration/releases, including implementing and evaluating new and existing programs, and building, entering, and updating data bases, program files. Assists Telehealth Nurse Manager with developing major administrative policies for software and computer applications such as contingency/manual fallback procedures, recovery procedures, and workload reporting/monitoring; works with other services to integrate these programs. Collaborates with each staff member to develop and maintain a database for tracking and receiving of equipment. Collaborates with end-users to ensure that data input errors or deficiencies are corrected. Provides primary ADP support for all HPDP/Telehealth programs and staff by utilizing a variety of software programs, including local Master Control Unit (MCU), VISN MCU's, STL SharePoint Telehealth/TeleMed SharePoint, CPRS, word processing, file management, VistA program, EXCEL spreadsheets, communication tools such as MS Outlook, and the PIV Portal to facilitate daily operation of service. Provides computer access and training on VistA mailman, CPRS, Outlook, HPDP/Telehealth programs and PC applications software programs to HPDP/Telehealth employees; analyzes and implements training on software applications as needs are identified or where deficiencies exist; trains staff on new menu options as they become available, through hands on training, composing and sending explanatory electronic mail messages and/or hard copy materials to HPDP/Telehealth staff. Audits all user computer menus and security keys to ensure validity in accordance with VA Directive. Work Schedule: Monday-Friday, 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process Position Description Title/PD#: Program Support Assistant/PD13172-O Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to the do the work. However, there may be some walking, standing banding, and carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-7 grade level: One year of specialized experience (equivalent to the GS-6 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Complete working knowledge of office computer processing systems (i.e., Microsoft Office), computer programs (i.e., VistA, CPRS, Events Capture, TMS and PIV Portal); knowledge of organization and operation functions of work area sufficient to answer routine questions concerning major administrative policies for software and computer applications; knowledge of schedule practices to ensure accurate and timeliness of scheduling into outpatient nutrition clinics; excellent oral and written communication skills; knowledge of routine clerical, statistical and record maintenance duties; knowledge of timekeeping process; skill in organization and office operation sufficient to effectively manage diverse materials; skill in time management and establishing work priorities to meet all deadlines timely; broad knowledge of the organization and substantive functions of the work area to screen telephone calls, visitors, and correspondence; broad administrative background with emphasis on clinic support and development, resource management, communication, and customer service; demonstrated ability to both function under a collaborative team approach and independently prioritize completion of work; knowledge of legal, ethical, and clinical issues associated with video-based technology standard of care practices; ability to negotiate problem resolution with constructive conflict management skills; ability to coordinate local telehealth programs, adjusting for conflicting program schedule requirements, and developing and implementing procedures and practices to allow effective coordination of multiple telehealth objectives. There is no educational substitution for the GS-7 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
