This position is assigned to the Primary Care Service at the Cincinnati VAMC, under the supervision of the Supervisory Administrative Officer/Primary Care. The care line is comprised of approximately 388 multidisciplinary FTEE and is one of the largest and fastest growing departments of the Medical Center. The work site is located at Cincinnati VAMC main campus.

Duties

Management Collaboration The incumbent provides administrative support to the Emergency Department Section Chief, Assistant Chief and Chief of the Primary Care service. This also includes the Emergency Department physicians, nurses, and administrative staff of the department. Will serve as an active member of the administrative staff in keeping the Administrative Officer and the ED Section Chief informed on all matters requiring their attention and/or action. Provides assistance in the absence of the Supervisory Administrative Officer and/or Program Specialist. The incumbent has delegated authority necessary to accomplish assigned programs and responsibilities to effectively utilize the manpower resources allocated to the administrative service programs. Serves as a member, participates in, and represents the Primary Care Emergency Department in section, service, and facility committees. Advises and assists in determining program needs to assure maximum utilization of space, equipment, people, and funds available and develops alternate courses of action for the betterment of patient care. Onboarding & Scheduling of Medical Providers (MD, NP & PA) The incumbent may receive and review in coordination with the Emergency Department Section Chief/ED Assistant Chief any application for fee basis providers working off tours in the Emergency Department. Provides guidance and instruction as well as prospective employees on the credentialing and privileging process. Works closely with the credentialing staff for clinical privileges (new and renewals) for all licensed independent practitioners (LIPs) within the Emergency Department. This will include, but is not limited to, physicians and mid-level practitioners. Will stay informed and abreast of changes in policies and regulations with respect to medical staff privileging. The incumbent coordinates the efforts of the providers and shares responsibility for completion of onboarding. The incumbent to work closely with the Primary Care Credentialing Specialist to provide documents or information for the submission of the provider to the Clinical Executive Board (CEB), this is for new and renewals of clinical appointments. Incumbent serves as technical advisor to the Emergency Department Section Chief/ED Assistant chief on routine and noncomplex matters related to credentialing and privileging of health care practitioners Equipment Procurement/Contracting The position manages and assists with the procurement of contracting for the Emergency Department within the Primary Care Service. This may include the preparation of procurement packages, evaluation of proposals for work, acting as the COR (Contracting Officer's Representative) for procurements, and/or maintaining procurement and contracting records. Initiates and prepares documents to secure adequate resources to facilitate operations. Prepares and reviews purchase orders (purchase cards and 2237 requests) for supplies and non-expendable property. The position must exercise authorizations for obligations and expenditures of funds. The incumbent will utilize the VA mandated SEPG/EER share-point for requesting equipment. Data and Analysis Reporting The incumbent has a major responsibility in the process for meeting access measures in Primary Care and more directly the Emergency Department. Works closely with the Emergency Department Nurse Manager, and assists when problems occur in the Emergency Department and communicate the resolution to the ED Section Chief. The incumbent will also work closely with the service health system specialist to meet performance measures which may include completing the action required list on individual patients. Performs other related duties as assigned by the supervisor. Work Schedule: Monday-Friday 07:00 am - 3:30 pm Telework Eligible: Yes - ad-hoc telework may be available at supervisor's discretion. No special physical demands are required to perform the work. The incumbent must be able to deal with emergency situations and function calmly under stress in both public and private setting.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Effectively use good business practices to provide total quality service to all customers; knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organizations, and work processes of programs throughout the organization and subordinate facilities, and the relationships of support activities; conducting studies, analyzing findings and making recommendations on operating programs; and skills in operating computers, printers, scanners, calculators, fax machines, copiers and telecommunication and teleconference equipment. -OR- EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. NOTE: If you select this option, you must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation. -OR- Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. To qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or L.M., if related.
