This position serves as a Health System Specialist, Care Management and Social Work Services (CMSW), Patient Care Services in VA Central Office (VACO) and reports to the Executive Director. The Health System Specialist for CMSW's Front Office provides extensive support to all services in CMSW.

Duties

The incumbent performs the following major duties and responsibilities: Serves as primary liaison for examining CMSW operations (e.g., developing and maintaining end-user accounts, travel, learning needs, actions, space, and mail groups and distribution lists). Reviews raw, written material, policy recommendations, and other information and analyzes the content to revise or refine the recommendation or text, and/or develop and propose alternative or new recommended course(s) of management action, as appropriate. Plans and accomplishes special projects to facilitate operations of CMSW including extracting and assembling information, designing and performing analysis, and development of monthly reports and/or presentations that are submitted to CMSW leadership. Obtains, organizes, files, and retrieves reports, correspondence, and data for use in preparing status reports, briefings, and presentations. Provides program analysis support functions for CMSW to include preparation and dissemination of agendas and minutes for a variety of high-level national meetings or staff meetings. Represents the program at various committee or task force meetings. Establishes protocols for incoming data (including actions and correspondence), organizing computerized data sets and retrieval of data from multiple sources. Provides support for new employee orientation. Serves as the Talent Management System coordinator for CMSW staff. Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of overall program operations. Assists administrative CMSW staff to develop program evaluation plans, determine the coverage for plan recommendations, suggest methodology, and provide guidance on the handling of technical problems and internal relations issues as they arise. Extensive program management support to include managing executive schedules, coordinating conference calls, preparing agendas, writing minutes, and developing action items for groups and activities within the scope of CMSW responsibilities. Serves as a principal timekeeper for CMSW. Coordinates arrangements for Executive Director and other CMSW Leadership travel as appropriate and/or guest speaker, visitor, etc. Screens all incoming calls to the CMSW phone line and voicemail by determining the nature and purpose of the call, and either handles the matter personally or refers calls to the appropriate staff. Performs other related duties as assigned. Work Schedule: Monday-Friday, 08:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to develop performance improvement techniques; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing in facility wide performance improvement programs, projects, and products. OR Special Provision for In-service Placement: Have successfully completed an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews raw, written material, policy recommendations, and other information and analyzes the content to revise or refine the recommendation or text, and/or develop and propose alternative or new recommended course(s) of management action, as appropriate; Plans and accomplishes special projects to facilitate operations; Represents the program at various committee or task force meetings; and Establishes protocols for incoming data, organizing computerized data sets and retrieval of data from multiple sources. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: A transcript must be submitted if you are basing all or part of your qualifications on education. Applications submitted without this information may not be considered. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate-level education (beyond 18 semester hours) as described above. If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. You will be rated on the following Competencies for this position: Attention to Detail Clerical Customer Service Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands are required to perform this work. Work is mostly sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork or reviews may involve traveling to facility sites, interviews, meetings, and sources of information.
