This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This DE-0301-03 position is with the US Army Combat Capabilities DEV CMD, Soldier Center, Chief of Staff, Soldier Support and Program Integration Team.
The DE-03 pay band is equivalent to the GS-12 step 1 to GS-13 step 10 levels.
Duties
Provide overall direction, guidance, leadership and coordination of business operations and management programs.
Plan, analyze, and review major programs to ensure they support the organizations business domain mission.
Apply extensive knowledge of different functional programs and program planning, evaluation, analysis, and budgeting techniques.
Analyze and verifies data, techniques, methodologies associated with program development.
Interpret laws, rules, and regulations to develop implementation strategies.
Responsible for complex projects often of such scope that they extend over time that requires a team approach, creativity, innovation and or advanced techniques.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner level in the Acquisition Career Field- Program Management within 60 months of entrance on duty.

To qualify at the DE-03/GS-12 thru GS-13 equivalent grade level: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02/GS-11 grade level, which includes: 1) Providing direction, leadership and coordination of business operations and management programs. 2) Interpreting laws, rules, and regulations to develop implementation strategies. 3) Developing policies, procedures, and plans that contribute to mission programs success.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using specialized experience.
