This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is for a Program Analyst who advises to the Chief in the areas of personnel, funding accounts, and operating budget. Selection made be made at the GS-05 or GS-07 with full performance to the GS-11 grade level.

Duties

Serve as Financial advisor to Project Managers. Develop forecasting patterns for reprogramming actions and balancing of the budgetary aspects of all Appropriations. Prepare current and budget year detailed program schedules by analyzing functions or activities. Develop and prepare program budget estimates. Utilize automated information systems to input, review, monitor, and analyze financial data and project performance with respect to scope, schedule, and budget. Provide program support to the schedule of obligations and expenditures of budget activities during the fiscal year. Verify accuracy of invoices and monitors the status of obligations, expenditures, and remaining funds. Prepare a wide variety of program reports for upward reporting, monthly program status reviews, and other program data calls as required.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-05 Specialized Experience: one year of specialized experience equivalent to at least the GS-04 grade level in the Federal service which includes experience compiling requirements for projects or programs for mission success; develop draft budget estimates; and experience with financial management systems. OR Have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience as described in A, but less than one year; and I have some education above the high school level but less than required in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR Have the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.) GS-07 Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes working with budgets and assisting in developing budget estimates; reviewing operations to assure budget execution; and using a financial management system to track financial expenditures. OR Have successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business Management, Accounting or Financial Management. (Note: You must attach a copy of your transcripts.) OR Have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Have the specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR Have the experience as described in A AND the education described in B or C. (Note: You must attach a copy of your transcripts.
