About the Position: This Program Manager (Chief of Staff) is located at U.S. Army White Sands Missile Range, Commanding General's Office with duty location of White Sands Missile Range, Dona Ana, New Mexico.
Duties
Serves as the White Sands Missile Range Chief of Staff with responsibility to supervise, manage, synchronize, and assist in the execution of command staff support functions for the Major Range Test Facilities Base (MRTFB) test support to ensure the successful execution of all missions. The Chief of Staff is responsible for developing, planning and overseeing the execution of staff functions and supervises staff coordination, direction, and assistance for all internal and external Command functions in support of the Test, Evaluation, Training, and Support missions.
You will keep abreast of new policies, procedures, regulations and directives, etc., and recommend adequate instructions for command wide implementation. Conducts extensive coordination and integration of work with all elements within the command and external agencies as required. Provide perspective on technical and operational programs for training, leader development, and evaluation. You will serve as subject matter expert for all Initial Command Inspections and provide directions to staff elements for prep and closeout of all findings. You will supervise the efforts of subordinate supervisors of the Command Staff.

You will provide expert direction, assistance, and support for all operations and activities under the authority of the Commander and ensure detailed planning related to personnel management and command administrative actions are executed in support of the mission. You will coordinate a wide variety of projects and taskings, through the Command Staff. Ensure the proper treatment and care of people executing the mission, the readiness of the things/tools/resources to support the mission and directs the processes to ensure efficiency for the mission. policies.
Direct and support actions to ensure the Manpower, Budgeting, and Table of Distribution and Allowances (TDA) are properly aligned, reported and executed in support of the WSMR mission. Direct efforts to ensure the safety, security, personnel, resources, strategic technical initiatives, logistical readiness and data control in support of the WSMR Mission.
Advises and provides the Commanding General and Executive Director detailed planning and reports related to varied and complex projects as well as coordinating staff actions to ensure routine reports, requests for information, and other staff actions are executed and completed in a professional and timely manner. Directs staff in accordance with developed priorities with the Commander to take necessary corrective steps or to make modifications to proposals to achieve improved results and/or efficiencies.
Requirements
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the obtainment and maintainment of a Top Secret security clearance for the duration of employment.
- Pre-employment and Random Drug testing required.
- Financial Disclosure Statement (OGE Form 450) is required pre-employment and annually thereafter.
- This position is "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) you are required to report to work or remain at work as scheduled to support mission operations.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- Must be willing and able to travel on military and commercial aircraft.
